Pre Metro Operations Limited (PMOL) stands proudly as the UK’s smallest and most innovative train operator. Since 2009, we’ve delivered the highly efficient Stourbridge Shuttle, a flagship service that has revolutionised local branch line operations and inspired the next generation of VLR vehicles.

With just two lightweight Class 139 railcars, we’ve transported over 7.2 million passengers, all while setting industry-leading standards for cost efficiency, reliability, and sustainability.

Pre Metro is soon releasing our Company Capability document, an overhaul of our 2017 draft, and a view into the capabilities and future strategic plans of our company. Here is a snapshot of our achievements so far:

  • Passenger Journeys: Pre-COVID, annual passenger journeys reached approximately 600,000, with consistently high satisfaction levels.
  • Service Frequency: Operating every 10 minutes Monday to Saturday and every 15 minutes on Sundays, we provide seamless and dependable transport for the local community.
  • Cost Efficiency: Our operating expenses are a remarkable 50% lower than conventional rail services, showcasing the economic potential of light rail solutions.
  • Service Reliability: With a Public Performance Measure (PPM) of 99.6% on average, the Stourbridge Shuttle is one of the most reliable services in the UK.
  • Award-winning: We have accumulated many awards over the past decades, the most prestigious being ‘Highly Commended Operator of the Year’ in 2016 and 2017.

The Stourbridge Shuttle exemplifies our commitment to sustainability and innovation. By utilising liquid petroleum gas (LPG)-powered Class 139 vehicles combined with flywheel-based energy storage technology, we’ve dramatically reduced emissions and operational costs. This lighter, more energy-efficient approach has paved the way for greener transport options here in Dudley.

Pre Metro is also leading the charge in promoting Very Light Rail (VLR) as a transformative solution for small and medium-sized towns and cities. Collaborating with rolling stock companies and light rail organisations, we aim to expand light rail operations across the West Midlands and beyond. Our strategic plans focus on:
